Woudl Ruby fang aeigis work with fire ball? That is would the chance to poison on hit with fire skills work with fire ball? The reason I ask is that the character sheet (other) states poison chance = 0…

Yes. The poison chance on the character screen is only generic poison chance, not poison chance that is dependent on something else (such as a specific skill tag like fire). The set bonus would only affect mele skills though.
