When I select the Flash of Steel passive, the attack speed buff while duel wielding is not applying. The damage increase does appear to be applying. I have restarted the client, unequipped and re-equipped my off-hand, and unspecced and respecced the talent point, nothing has helped. I will be honest, I am not sure if it is just a character sheet bug, or if the attack speed is not actually applying. I attack so fast with and without the passive that it is hard to tell visually if my attack speed on my character is increasing or not.
