Passives say “Requires Mastery Quest Completion” but the game gives you no way of knowing how to achieve this. It doesn’t tell you which quest is the mastery quest. For a new player this is very frustrating as it’s quite a while between having 20 points and completing the mastery quest.
The main questline will lead you to that. Just go on and you can’t miss it.
I cant recall where I remember hearing it (stream?discord?forum?) But I believe they have mentioned that there aware of the confusion and plan to make it more sensible in the future
