Mb im stupid but i just take +1 extra charge for rebuke in tal tree and noticed how rebuke instantly begins to cast charge again after first release naturally (wo early stopping). So i cant hold 2-nd charge for later (only if i catch a good timing for early release of 1-st charge).
Found few guys on steam with same problem but there no comments for this problem. is it known bug or mb i dont understand smth…?
I never used Rebuke with two charges, but this sounds like a bug to me.

If you keep the button pressed, once the first cast duration ends, you’ll cast it again. And if you keep your button pressed, it will wait for the cooldown to give you another charge and cast it again.
That is how it works in LE. As long as you keep the button pressed, it will continue casting as soon as it’s available.
With 2 charges, if you don’t want to consume the second charge right away, you need to time it so that you release the button as Rebuke is ending.
