Razorfall implicit haste effect - BUGGED NOT WORKING affecting everyone (pics inc)

Hi guys simple one but quite important.
With 69 MS boots - 78ms
With 64 MS boots - 73 - have perma haste + 35 effect - this I believe should be about 83.5ms
Please address ASAP as it will be affecting every player.
