Ravens Rise applies a +2 to level of minion spell skills.
Assemble abomination has node Corrupt Palate which allows the abom to cast a spell. Should that not trigger the +2 skill levels?

Look closely at the skill description. Minion skill have two separate tag lists, one for the actual skill, on one for the minion. The first tells you, what attribute will scale the minion, and what items with +level will affect the skill. The second one generally tells how to scale the minion, but itâs mostly for reference.
In your case Assemble abomination does not receive bonus levels, because the actual summoning skill doesnât have the spell tag. It has physical, minion, channeled and intelligence tags, and for example can gain a level from the Thorn Slinger.
Abomination minion only has an area tag, but can do a lot of different type of damage (physical, necrotic, fire, attack, spell), all of which can be scaled with mods like âincreased minion physical damageâ, even though there is no tag.
I once stumbled upon the same problem, when my thorn slinger was not giving levels to thorn totem skill, even though totems use a physical spell, because the actual summoning skill doesnât have a physical tag for some reason.
Itâs often confusing, and I personally think itâs not right, but it is what it is. Hope it makes sense
Sometimes skills can gain a tag, but usually because of damage type conversion. For examples zombies can lose fire and physical and gain a necrotic tag after the conversion to necrotic.
Similarly when abomination gains an ability to cast spells, the summoning skill should gain a spell tag, IMO. But the devs decided otherwise, or itâs just an oversight. You can try to suggest adding that tag in the âfeedback and suggestionsâ section.
