I feel the passive Rain of Arrows is a bit underwhelming. In my opinion it just doesnt do quite enough damage. I think that if you changed it to take the effects of Hail of Arrows skill, much like Hammer Throw on Sentinel can cast Smite from their skills, it would make Rain of Arrows a much more tempting passive to take.
