Is there really any need for this NPC in the monolith area?

He seems to serve no useful purpose apart from moaning about Arena Keys and his dialogue box is consistently popping up and getting in the way while looting, especially when large amounts of loot drop from the monolith chest.

Can you please move him to outside next to the Gambler?

Or get Annya to explain about Arena Keys and send Ragnar on a long, long walk south?
