Question about proc skill with items

I saw some builds using the meteor belt with a swarmblade.

I wanted to know if Fragment of Enigma can proc spark charge with Swipe, I tried to use it but it seems it doesn’t work.

It should, it’s only a 10%-12% chance so it can go for long streaks without proccing. But I can’t see anything on LEtools to say it shouldn’t.
