Yes, Mana Strike is a lightning skill (from memory), hover over a skill icon & hold Alt will show you the skill tags.
No, since Mana Storm has the spell tag & melee crit strike only affects melee skills.

Mana Strike is a Melee Skill that have Spell nodes inside tree
The only thing that will scale with mana strike is Global and melee crit. unless it has the spell tag on the mana strike ability.
Are you sure about that? The more information part lokks like Mana Storm scales with spess bonuses while Mana Strike is still a melee attack that only scales with the melee bonuses.
Mana strike is a skill that has both melee (the mana strike) & spell components (mana storm), which is what we’ve been saying…
