Hi, if i put points in cryomancer and frozen tomb skills, my dks will have this stun and freeze rate?

No. The Cryomancer node specifies that it converts poison chance to chill (not freeze) for Cryomancers only. The Deathknights node prevents all other mage types from spawning and I would assume that the base freeze rate (which is what allows you to freeze mobs and the freeze multi buffs) is specific to Cryomancers.
The freeze ailment is the only ailment that is locked to a specific skill damage element. Unlike every other ailment, in order to freeze, you need a skill with the “freeze rate” stat and those only occur on skills with the cold tag.
