Speaking with the elder gives the following dialogue and the quest remains uncompleted:

I also have the same issue. I was in a group and had to leave before the quest chain was completed. Now I can’t finish it. I’ve even gone back to the lower district, killed the boss again, picked up the shard, and gone back to elder gaspard to the same result as OP.
I’ve done it solo, with a group, restarted, rinsed and repeated. Still can’t complete the quest.
Same, happened during release of .9 multiplayer. Was in a group with a friend, I teleported out early to run with him for a bit. Then came back to finish this quest, gold question mark, points right to him. And just the generic one liner dialogue with no progression trigger.
Same problem for my buddy, further context is that I invited him to my party and he teleported to me at a further point in the story, then we went back to do his main story quest. After killing the boss and him picking up the shard, elder gaspar just gives the same dialog posted above. Pretty rough, since it means he can’t unlock idols or progress.
Same issue; can not progress.
