So, for an ability that only has a chance of 6.4% at best to procs (40% x 3 procs chances), you would expect it to do significant damage. After more than 30 mins of swinging dummy testing, not once did I see a damage spike when the Perfect Storm triggered. In fact, the damage look below normal when it did trigger.
SUGGESTION:
Option 1: Increase considerably the damage effect of Perfect Storm
Option 2: Make perfect storm persist for several seconds.
Option 3: Remove it from the skill tree.
It is worth noting that “Perfect Storm” is so underwhelming that there is not a single person who uploaded a build on the last epoch tool site based on this ability. (Feel free to check it yourself, no version of the game has anyone used this ability in their build)
P.S.: I play underdog classes to see what is broken, fixing Perfect Storm or the Tempest Strike tree would go a long way in promoting an underplayed mastery, Shaman.
