This has only happened to me in the Armory. If you have pets summoned, in my case the wolf and sabertooth, and use a town portal to go to The Council Chambers, then take it again back to the Armory, your pets will be gone and they cannot be re-summoned despite using the skills. If you go to the next area, The Lower District, then come back to the Armory your pets will be there again. So it seems to be an issue with the town portal specifically in the Armory. I couldn’t get this to happen again in any other area so far.
This is a known issue with pets when loading in to any zone from a portal. The pets appear at the start of the zone and have to run back to you.
