So maybe the issue here is just my lack of knowledge on how to build a Primalist, but with how tooltips currently work I don’t see a way to be completely certain about how the procs scale. For example, the skill its self scales with Physical, Lightning, Cold, Spell, Melee, Strength, and Attunement - Strength generally doesn’t apply to elemental damage, and I can’t imagine Cold damage applying to a hit that doesn’t proc Northern Winds.
If I hit alt to see details on the spells cast, it gives me a different set of attributes which makes sense. For example, lightning bolt has the scaling tags “Lightning, Spell, Intelligence, Attunement”. What I’m getting out of this is that if I want to focus on the lightning procs, I should be focusing on those 4 things while if I want strong attacks regardless of procs I’d be focusing on Physical, Melee and Strength - is that correct?
One last thing being, if the skill scales with Lightning, does that also mean that it scales with +Melee Lightning? Similarly if a skill scales with Melee damage, does that include Elemental Melee damage? I wanna say yes, but this skill has me questioning what I thought I knew about LE mechanics lol.
If those assumptions are correct then unless I’m building a heavily attunement / spell / elemental focus build, Tempest Strike probably isn’t the right skill for me.
All of the tags don’t apply to all of the components of the skill. The melee tag only applies to the melee hit while the spell tag only applies to the spells that it can proc.

Flat added melee damage will always be added to the melee hit, but never the spells that it can proc. The only “elemental melee damage” affix that the Primalist can get hold of is an implicit on the Axyon polearm. Whether that applies to the melee hit or not depends what the tags are for the hit, and whether you’re using any flat elemental melee damage from gear or passives (which the Shaman can get a reasonable amount of).
