This is yet another really minor UI bug for the Blessings UI. If the ALT key is pressed while hovering on a Blessing icon, the advanced description will appear for only a frame.
The text shows:
“PERMANENT GLOBAL MODIFIER
This can be replaced by completing this timeline again”
