Post-Launch content idea: Implicit altering

This idea for a post-launch content cycle is inspired by Path of Exile’s Talisman crafting and aims to fix one of the current metas in character gearing.

First of all, here’s the status quo: Items generally have 2 suffix slots in which you fit all of your defense. Therefore, all anyone ever fills them with is health + hybrid health, while resistances usually come from gear implicits.

How does this relate to Talismans (and is that even the plural?)?

A Talisman in PoE is an amulet that had its original implicit swapped out for a new one.
And this is where it gets interesting as we try to stir up the gearing meta: By offering new implicits to place onto your items, replacing the existing one, we can help early builds gain their desired stats from new sources, tempt top-end players to roll for one of the stronger new implicits and increase build diversity!

And while we have to set up this content without old Jorgin, here’s how it could work:

You earn a new type of currency. From what? Your choice.
Rerolling your implicit, within the entire pool of implicits, costs a base fee.
However, you can look at the pool of implicits and pay extra currency to remove certain ones from this one roll, increasing your chances to get the one you want - but also the price of the roll.

The implicits could range anywhere from “projectiles chain +x times if they do not pierce” to “Skill x is converted to fire damage” or “volcanic orb casts shrapnel x% more frequently”. There’s also room for mods from scarce idols here (referring to the recent suggestion on how smite chance on throwing hit should not be exclusive to idols, considering how build-enabling it is).

How would you implement the mechanism with which you change the implicits? I know my take on it has a couple of flaws, so feel free to improve on them or present your own concept!
