if you run to Harton’s left before they spawn, Zerrick’s AI bugs out (kind of like how you used to be able to bug out the boss just before the End of Time) and he just stands there doing nothing.

Yup, the same happens with the middle quest echo in the Dragon Emperor monolith. I assume it’s because you’re not getting within Zerrick’s aggro range.

Confirmed multiple times. And if you happen to miss Harton and have an attack that goes a bit too far, Zerrick can see it and engage.
