this echo increases the max evolution of a rift beast from 4 to 7 (!!).

This is incorrect. Even if you don’t touch the Woven Echo, the amount of evolutions in a lineage will still increase up to 6.

Quote from the patch notes, emphasis mine:

Each Lineage will start with a max of 4 Evolutions, but can be increased to 7 Evolutions by fully completing 2 Lineages and completing the new Woven Echo Rampant Coast.

So the increase was always intended.
