Doing the quest “Werlyn Docks” casting town portal, on the lump of sand(?) right in front of the chest, causes a portal to appear half in the ground. So far I can replicate this on 3 different characters. (edit: I was able to click the protal, so just a cosmetic thing)

Pics of the area in question with the minimap clearly visible help in this case as it makes it easier for the devs to find the offending location.
