something like “locusts generate 1 rage when they die/ expire” so I can stay in swarm form for longer. as it stands, I can stay in spriggan form forever by simply summoning one vine which generates 3 rage per second, but all the swarmblades rage nodes are locked behind non-locust related skill nodes and/or are reliant on dodge, which is a very inconsistent mechanic.

No, because that requires the constant and limited presence of enemies.
The vine one I spoke of just occurs because you have vines, I.e it is unlimited.
I would prefer a node get converted from one of the two above to an unending locust node.
Well to be fair, the gain rage on Vines is way too strong. Like you said, you put one point on it (1 rage/s/vine) and you don’t care about rage management anymore.
Second, i tried different build with Druid and I will said that Rage is really not that hard to manage in the first place if you build correctly. Dual Form don’t care about that, Spriggan really don’t care at all even without Vines, Crit. Build don’t care and so on.
In your case, Endless pressure is the way to go. You gain rage while your Locust kill thing (or hit Rare or Boss). And in down time you have a passive in druid tree for that.
I was pondering this today myself. Assuming some of the other rage options are not OP (I.e. vines), then something like like “generate 1 rage for every 2 locusts consumed when using swarm strike” would help. Make it like 2 or 3 points capping out at 3 rage for 2 locusts. Something like that anyway.
