I’ve got a permanent debuff after fighting some enemy in the wasteland. It gives -25% cast and attack speed. I need to quit the game to remove the debuff.

Repro:
Get a debuff, then change areas while you have that debuff. It persists through to the next area (and is now permanently affecting your character until you logout).
