this bug happened to me like 4 times by now, all my skills that are not instant just get locked and I cant use them till I leave the zone I’m in.
I can’t replicate this atm, its random.

Is it a particular zone, what skills are you not able to use, do you have any uniques equipped?
The next time this happens, after you’ve closed the game client could you please upload the game’s log files? You can attach them to a forum post using the 
button.
