Passive skill points not get after leveling

So, passives not get after leveling by old hero and new hero with first level

You only start getting passive points from lvl 3, and old characters (created before 0.7.10) will have 4 passive points “removed” when they level up or respec (since the devs removed 4 passive points as quest rewards). Not a bug.
