Passive Points Confusion

I realised my Sentinel has 5 passive points less than my Primalist, and i hope someone can clarify why

-A char level 100 should get 98 passives from levels (100 minus the 2 we dont get from first levels)
-According to the in game Journal we get 15 passives from Quests
-So a level 100 char should end up with 113 passive points

My Sentinel who is level 88 with all Quests complete (according to Journal) should have 86+15 = 101 passive points right? He only has 96 :

My Primalist who is level 78 with all Quests complete (according to Journal) should have 76+15 = 91 which is correct :

I doublechecked the Journals from both chars, and they are identical, and i even ran the areas that gives the passives quest again with the sentinel to be sure nothing was missing.

There was a change in the quest structure 2 patches ago. So older characters that had a certain level had more passive points than you can actually get. Maybe your Primalist was leveled before that change. If you respec and don’t get points refunded, this is the case.

Maybe your paladin has more than 25 points in Forge Guard passive tree?
UI doesn’t show the number correctly if you have more than 25 points in non-mastery tree.

If you have the gold respeccing both chars passive trees completely should solve the riddle because if one toon is old enough to have a bugged ammount of skillpoints this reverets it to the legit number of points.

Thanks for the answers, they were both leveled in newest patch tho, but Tunk solved the riddle :

It seems i have 30 point in Forge Guard, and it only shows 25, so thanks for clarifying that :+1:
