Hello! “chance to cast Smite on Melee hit (up to 3 times per second)” does cooldown recovery speed affect this? or is there no way I can reduce this second?
As far as I’m aware, that’s a hard limit. As is any item’s affix. But I could be wrong.

hard limit just like Bhuldar’s Wrath basically its a forced hard cap because some players dont want it to be “op” and scream about it.

CDR only affects active skills that you can put in your bar. If something else is to be affected by it, it will say so if you press alt while hovering the mouse over.
