Pack Hunters specialization not allowing multiple wolves

The setup:
Summon Wolf is the only summon ability I’m using, and Pack Hunters is the only ability I have that gives +1 to summoned wolves maximum. My total companion max is 3.

The problem:
Summon Wolf always changes to Howl after summoning the first wolf. I tried logging out and back in, and the bug persisted.

Nevermind, just saw I’m also using the Natural Duality passive.
