Outcast prisoner

Playing on steam deck.

I cannot talk to the outcast prisoner.

I had the same issue when playing on a controller - I noticed that using controller you can’t talk to the prisoner, there is no prompt for talking. But cliking on the prisoner with mouse works - I was able to proceed with the quest.
