my intellingence is 24
What is the problem with it? Is it not giving any ward, or too little (which may not be a bug as the ward gained starts to decay as soon as it’s granted)?

No, that node is telling you how much ward you would get per point of intelligence. If you have 24 intelligence, that node should give you 24 ward (24 x 1) each time you teleport. If you were getting a different amount of ward then that would definitely be a bug.
