When you choose which amulet to wear in mid/end game it’s nearly always Oracle base. Just because of very strong implicit in comparision with other amulets. I think amulet implicits should be balanced: a little increase stats on some usefull bases and definitely nerfing oracle.
BIS gear is a big part of looter games so there will always be something that is “strongest” and popular. If not oracle it’s going to be something else.
