Onslaught of Cerata improvement

I really like this new shield I am just wondering my the restriction is in place: "After you use a movement skill you attack up to 3 nearby enemies with Vengeance (max 2 times every 12 seconds)"? 2 times every 12 seconds is kinda low damage to be honest. I would rather see it like 2 times every 3 seconds. Would make a shield rush build more playable.

Since most of Vengeance’s DR buffs (mainly Bolster and the damage reduction while preparing Riposte) don’t specify direct use, I assume its main function is to allow builds to gain the defense buff without actually using Vengeance rather than using the vengeance for damage.
But even then the buffs last only 2 seconds so 2 uses every 12 seconds seems pretty bad even for that usecase (and a pain to keep track of).

I’m currently trying this out with the phalanx as a forge guard which gives more damage per block chance you have, which as this gives extra block while preparing a riposte which could be nice.
The bonus to all strength skills and the chunk of extra strength seems nice also.

Its in this weird spot where i don’t feel like any single thing on this is crazy good, but at the same time the various effects are pretty decent and just that +3 to all strength skills alone makes it hard to move it out of my build at this point. At this point the reliquary nest seems like the next best option just because boosting vengance damage by 54% getting boosted by an additional 60% by that primordial,

If the point was to allow for vengeance for non-vengeance builds, then i agree the frequency is far too low. Its an ok supplement for existing vengeance builds, but at this point i’d almost prefer if the hits from it counted as ripostes so you could get all the fun proc effects when this goes off then and it would better justify the long cooldown.
