Could we get an additional sidequest that rewards a Weaver’s Will Item for your specific class with a capped Weaver’s Will amount so it’s not alt-farmable. Would be a good reward post heoborea or on completion? Basically at some point after you can acquire max passive and idol slots to make it a mid-point reward for continuing with the campaign instead of jumping straight into monoliths?

That would be very fun.
It could be a way of making each character early game a bit more unique, you could let your weaver unique “inspire” on how to build your character.
One thing I would worry about is that, even with capped will, it could still be farmed with alts.
Maybe making it bound to the character you earned it on?
