When having a single wolf companion summon via Permanent Bond, and at max companions from other summons, the wolf ability in the hotbar stays in Summon Wolf mode rather than switching to Howl.

I’m experiencing this issue as well.
Currently I’m playing a Beastmaster with a companion limit of 5. Before taking Permanent Bond I had 4 wolves and 1 raptor (2 companions from base, +1 from beastmaster, +1 from River Champion’s Headgear, +1 from Nature’s Embrace; extra wolves are from Safety In Numbers). I then took Permanent Bond, expecting to keep my current lineup of 5 companions (4 wolves & 1 raptor) but getting a free fifth wolf.
In reality I am allowed to summon a fifth wolf, but the Summon Wolf skill doesn’t flip over to Howl. When I use Summon Wolf again, I can summon a sixth wolf, but my raptor leaves, and Rampage flips back to Summon Raptor (which summons the raptor as normal, but boots out the sixth wolf, etc.).
Ideally the free wolf from Permanent Bond isn’t included in the “maximum number of wolves” I can summon for the purposes of flipping over Summon Wolf to Howl since the trait seems to exempt it from those limits. Either clarification on the trait or a fix would be appreciated.

Experiencing the same issue. Permanent bond wolf+bear with artors loyalty and natural bond. Sometimes bear also has to be resummoned on zone switch.
Came in to report this issue also. It works just fine if wolves are your only companions, but not if Wolves + Bear or Wolves + Raptor
Same issue.
Had 3 Wolves through “Safety in Numbers” and a Raptor from Beast Mastery.
Then specced into “Permanent Bond”.
Now I can summon 4 Wolves, and Raptor shows as “Summon Raptor” and Wolves shows as “Howl”.
If I summon Raptor, a Wolf turns into a Raptor leaving 3 Wolves (expected)
“Summon Raptor” turns into “Rampage” (expected)
But “Howl” turns back into “Summon Wolf”… so no access to Howl any more. (Not ideal)
