At least in my testing of killing like a billion flies the 10% chance of spawning a vanguard hasn’t happened even once.
This seems to be the case to me as well. It was one of the first passives I got as Lich but I’ve never seen it activate. I have all of my other minion generating skills off and I haven’t seen a minion since.
I have the same issue. The passive skill never triggers the spawn/summon.
Same here, it does not create vanguards. Another thing maybe worth noting: when I ALT for more information on Harvested Legions, I also see what I suspect is an old tooltip Summon Putrid Wraith.
