Sniper’s Gambit refers to “nearby” enemies, but doesn’t specify how close that is. Concentration specifies 4m, but doesn’t use the word “nearby”. Sharpshooter specifies 10m for its distance cap. I also can’t find any definition in the game guide about this. It’s all a little confusing.
More importantly though, even if all the terminology was standardized, I still don’t really know how far 4m or 10m actually is. The best I can do is trial-and-error with getting hit from various distances to get a feel for it. It would be really helpful is there was some way to see exactly how far things were. A few possibilities:

Add circles around the training dummy every 5m, out to some reasonable multiple

Show an aura around the character when hovering over a passive that cares about distance. Ideally this would be sized specifically for that passive, but if not, then just the same 5m training dummy circles would still be a huge help.

Some sort of measuring tool that displays the distance between your character to the cursor. Maybe something in town with fancy arrows and circles and whatnot, maybe a settings checkbox that adds the distance text to the cursor with no other fluff.
