I want to buy Sea Prowler’s Demise Question skin, but I don’t like the water drop effect. Is it possible to disable it, or maybe it activates with a full set, and if I wear only some parts of it, then there will be no water drop effect.

I don’t think you can disable it. MTX usually are as is. If it has a water drop effect it will always have that effect.
It’s easier to ask on discord though, you’ll get a dev answer faster there.
