Stagger does not list that it gives an additional charge to Drain Life. I would argue it is unclear on what the cooldown affects, as I thought it would be a cooldown on how often I could stun things and not a cooldown on the entire ability itself. Also the listed cooldown is incorrect, it says 8 seconds but with 0 cooldown recovery it is 8.8 seconds.
