Same issue, and I am not going to be crawling under my desk to unplug stuff every time I want to play this game.
Kinda a joke that for a PC game having any other type of controller plugged in making the gme unplayable
This is very helpful.
For me, loading in Full Offline Mode allowed me to access the Settings.
I didn’t have any Controllers plugged in, but turning off Bluetooth Connections did the trick. Apparently any hypothetical connection to a Controller can trigger the game lock on loading screen.
Same bug for me. If I start the game with my two VKB joystick devices plugged in then I have no keyboard or mouse control in the LE UI, cannot click on any options.
It seems that any type of controller being detected just disables mouse/keyboard.
I’ve never seen any other games work this way, this is the only one where I have to unlug joystick devices in order to use mouse and keyboard.
Needs to be fixed 
Still not working. Sometimes no mouse at start. No mouse after alt tab. I am not getting under my desk and unplugging all my joysticks to fix this. It is very annoying. I can play any other game without the hassle.
If I do get my mouse to work by moving my mouse and clicking a whole lot while its loading, then I get punished for using my second screen. Click off once and the mouse disappears in game again.
I’m seeing this issue as well.
I am unable to disconnect my controllers easily (a sim racing setup in a different room).
Needing to do this shouldn’t be required, as others have said, no other game seems to have this issue.
Really unfortunately as I’ve been wanting to play for a few weeks but still unable to do so.
