My suggestion would be to adjust the amount of stability per echo to align with level range of the next area. Make it so as you finish each tier you should be aligned with the level of the next zone and in turn reduce the amount of echos needed to unlock the quests to complete that zone. Granted it won’t align for the level 90 zones as there are 3 of them to compete but it will reduce the time sink overall to get to empowered. If you are under geared but at the correct level for the zone you can always farm the lower level zone. Right now as it stands if you are geared enough to progress the only thing holding you back is time and more echos to run.
