Hi @everyone !
We already searched for it to fix…we tried everything step by step.
My Mate created a new Character, after he already reached empowered Monoliths with his first Character.
We skipped the campagne with the dungeon keys and now finished all normal Monoliths.
He is not able to get the cutscene for the empowered Monoliths after getting all blessings and defeating the lvl 90 Bosses.
This Bug now exist over 2 Years. Can anyone from the Devs or the Community help ? Please !

Having the same exact issue, I have shattered road unlocked and have the Harbingers of Ruin Part 3 quest but no empowered monoliths unlocked with no solution, makes me never want to play again 
Ran into this exact same problem on one of my alts i just created. Haven’t found any work arounds.
Would you happen to have the Harbinger Part 3 quest where you have to kill an unseen 125 corruption harbinger?
Found the fix if you happen to have the Harbingers Part 3 quest. You must kill an unseen 125 corruption harbinger on your alt to unbrick the progression.
