How can I change character mastery? Is should be available with Chronomancer Lerinne but there’s no option in chat to change mastery
It’s only available at the end of time or in the arena map (the one with the dummies). All other insteances of her, like in the campaign, won’t have that option.

I’m on 70 lvl at standard (not season), maybe that’s a reason?
Shouldn’t be. As long as you’re at the end of time and talk to the respec NPC (not the blessings one, though) the option should be available. If it isn’t, send a bug report using the in-game tool.
It should be a bug I think, I am able to change mastery with ‘Leave’ option in the dialog,

Are you playing in a different language?
I saw a couple of questions regarding this in our german LE communtiy and it seems that with the german dialoge options the mastery respec option is missing.
You can change the language without the need to restart the game or logout. so you can change it back immediately again.
