It’s supposed to be the mana arc that spends the mana, and Mana Storm node clearly states that “Mana strike additional strikes enemies it hits…”.
currently that’s not the case and mana strike just spends mana even when cast on thin air.
I can see why the wording can suggest it needs a target to cast Mana Arc. I made a note of it.
