Make Party Damage Number OPTIONAL, not removed

Hey!

I’ve seen a lot of movement towards fully removing party damage numbers - but not really any towards just making it optional. I personally REALLY enjoy seeing my friends’ damage numbers - whether in a group of 2 or a group of 4. It’d suck to see it gone.
