After completing the quests for Zerrick, then doing the Crystal mines. I reached the Aerie and TP’d back to town in preparation for closing out for the night. When the town loaded up, the cut-scene that you get when originally entering Maj’Elka Upper District “plays again”. The only difference is that it that it shows Majasa’s handmaiden up top but then “locks up”. I thought it locked up for a second but then the game resumed as if the scene had completed.
EDIT: It appears to be any time you TP back to Maj’Elka Upper District. When you walk up the cut scene with Apophis on the balcony kicks in but it just stops there showing Apophis for a short time and then ends.
