I just booted up the game after quite a while of not playing, did some respeccing, and noticed that I had one skill point less after the respeccing than I had before.
Could this be because I hadn’t played since the new campaign part after lagon was introduced and I will “regain” that point if I play it? Or is this an actual bug?
For passive points, yes. There was a reshuffle of the passive point quest rewards with 1 moving to act 9 from act 5 or 6 (when you get to Yulia’s Haven).
Skill points aren’t given by quests, you’ll get them back after respeccing by levelling up the skills again.

Yes, I did mean passive points. Thanks for the clarification, kinda weird that that point stays gone if you respec it, but at least I know now.
For passives, the game has an expectation of how many points you should have based on your level & which quests you’ve completed so if they rework what quests give points the next time you respec your passives the game will self-correct how many you have (ie, remove as many as necessary to get you back to how many you should have).
Well i just leveled a Mage to Endgame last night and I triple checked that I have all 15 Points from the 14 Quests that give them and I’m still missing 2 points somehow. Level 58 with Mage 25 and Sorc 46 which is 71 points meaning I only have 13 from quests somehow. Even though I show having 15 from quests according to my completed quests when I check then one by one and add them up.
I did respec early on a few points around Level 25-30 from my main Mage Tree to the Sorc Tree is the only thing I can think of that messed with my skill points. That or there must be some change to quests where 2 of them dont give points anymore or something maybe.
Are you taking the number of points in Mage from the counter or did you count them yourself?
Edit: One of the quest passive rewards was moved from Yulia’s Haven to after killing Majasa.
I’ve always heard that the final number of passive points is our level plus 13. In that case, you seem to have the right amount.

It is, assuming you’ve done all the quests that reward passives. You get 15 from quests & you don’t get your first passive point until level 3.
Quests Is a list of all the quests that can be filtered by those that give passive points to check which ones the OP has done (or not).
Sweet ty. I wasn’t sure since the quests that give passives ive done give a total of 15 and i triple checked everything. So rule of thumb is character level +13 by endgame for all passive quests.
Edit: after checking the patch notes it now says we are capped at 15 passives from quests and there are more quests that give passives so does that still mean by endgame we have +13 to our character level or is that now going to be +15?
Should be +13, char lvl 1 and 2 dont give passive points. So you 'loose" 2 of the 15 kind of.
If I understood correctly, we we still have the same amount of points.
Now there will be more quests that give a point, but it’s still capped at 15 rewards points. And as we don’t have a point for our two first levels, the result is still our level plus 13. 
Ahh that’s where I’m losing 2 point I didn’t think about level 1 you start with no points and also didn’t realize you didn’t get a passive for hitting level 2.
