Does anyone have a mapping of loot filter values, especially the affix names to their IDs? I want to create a tool for loot filter building but don’t want to map 700+ affixes 
I don’t think there’s one. You’ll have to search it yourself.
That is, create a rule, see the XML.
You can use LETools loot filter tool for that.
