It really makes no sense for Locust Master to be behind Viper’s Call, one encourages you to build your auto attack, the other completely nullifies it so you can invest into cast speed. They are opposite ends of the spectrum, and it makes more sense for players that want stronger Locusts to attempt to summon them manually. The idea of swinging twice and then suddenly scaling via cast speed to summon hornets feels so incredibly awkward. Especially at low to no cast speeds.
