Loaded old L54 character, reset all mastery points, 2 missing

Loaded an old Acolyte/Necromancer from I think 2 years ago.

Went to the NPC and reset all my points. I am level 54. I have 15/15 on the map. I have currently 67 unspent points when I believe I should have either 54 + 15 for 69, or since characters start at level 1 and not level 0: 53 + 15 for 68.

I relogged to see if that would update anything and it hasn’t. I’m going to delete the character and start fresh and try to remember to check at level 54 with 15/15 quests completed if I get the same number.

[Edit] I’m going through all my characters and everyone seems to have a number of mastery points equal to (level -2) + mission points. Why are the numbers like this? Seems weird.

You are supposed to have 113 passives points at lvl 100 with 15/15 from quest.
You start at level 1 and you don’t get a passive point on the first lvl up iirc.
