The Level of Mana Strike affix still increases lightning damage even though the skill can be converted to cold.
If you look at other skills with damage conversions, their affixes all provide melee/spell/etc. increased damage instead of damage of a single element and it makes a lot of sense (even meteor that needs the set staff to convert).
I think the affix secondary effect should be changed to increased melee or elemental damage, or even added mana (my preferred option).

Yeah, changing it to % elemental would probably make sense.
