Level 37 Aerial Assault wont let me place as 4th specialization?

So im level 37 and im trying to put Aerial assault as my 4th specialization, ( it says 30) but it wont let me place its greyed out ?

is there something im missing ?

You need passive points in your Class Falconer (30) to get this specialisation skill
